news: ITP leads EBRD policy paper on bus sector reform

The ‘Driving change: reforming urban bus services’ policy paper of the EBRD’s Sustainable Infrastructure Group has officially been announced, and ITP’s very own Colin Brader led its development and was its primary author.

This is a ‘go-to’ paper for anybody interested in or embarking upon transport sector reform. It has been developed drawing on ITP’s experience, combined with that of experts in the field and those who have successfully negotiated the path of reform. The paper’s development commenced with a workshop with senior officials drawn from EBRD client countries in Eastern Europe and the Middle East, to ensure a focus upon key issues and those of real worth.

The paper provides a fresh outlook and references other, detailed, text on market reform issues. It explores processes, conflicts and challenges addressing such issues as public and private sector responsibilities, route integration strategies, fair compensation, re-branding new bus services, operator support and engagement, and performance monitoring.
