Sustainable Transport Strategies
Project Experience
Newmarket to Felixstowe Corridor Study - ITP was appointed by the East of England Regional Assembly (EERA) and the East of England Development Agency (EEDA) to conduct a study on the Newmarket to Felixstowe corridor. The corridor is currently dominated by the A14, a dual carriageway trunk road between the M1/M6 junction in the West Midlands and Felixstowe in the east. It is a key strategic route, being part of the Trans European Network, but it also has distributor and local access functions. ITP led and managed the project and also coordinated the team of sub-consultants (economic, planning and transport). The study output provided a strategic framework which establishes relative priorities and informs subsequent more detailed investigation of the identified specific problems and issues. The study informed the first review of the Regional Spatial Strategy, local development framework documents, the second Suffolk LTP, strategic road and rail programmes and plans, and the implementation of the Regional Economic Strategy.
Worcestershire Local Transport Plan - ITP has worked extensively with Worcestershire County Council and their strategic partners on development, monitoring and revision of their Local Transport Plans since 1999. This has included work on a range of technical strands of the plans, as well as providing high level advice on what the plans should contain. We have worked on:

Luton Local Transport Plan - ITP has worked with Luton Borough Council on various aspects of their Local Transport Plan since 2003, helping them to gain the accolade of Most Improved Transport Authority in 2005. Specifically, this has included work on public transport strategy and on walking and cycling proposals. We have been instrumental in setting up a long term monitoring and evaluation framework and have assisted Luton in preparation of Annual Progress Reports drawing on data from this framework. Colin Brader of ITP has also been appointed by Luton Borough Council as a ‘Critical Friend’ to their Translink guided bus strategy. This role involves the review of each stage of scheme development including design, technology and procurement strategy.
Derby Transport Planning, Programming and Performance Support – ITP was commissioned to provide support to Derby City Council in producing its 2008 LTP2 progress report. This included:
Processing and analysing journey time data to calculate congestion indicators
Undertaking accessibility modelling and analysis to calculate accessibility indicators
Analysing data from real time information systems to give bus service punctuality indicators
Taking the lead in compiling and writing the progress report, drawing together the various information sources
Developing prioritisation mechanisms for development of the LTP3 programme
Milton Keynes Evening Transport - ITP undertook a feasibility study to look at ways of improving transport options for evening transport in Milton Keynes to support the local evening and night time economy. This initially involved a market research survey with pub and club goers in the central Milton Keynes area to ascertain user needs and priorities, and benchmarking comparisons with other areas around the country. A number of transport options were considered in the light of legislative and financial constraints and a new taxi marshalling scheme was proposed by the study team. We worked with the Council to monitor and evaluate a two month pilot of this scheme.
Wyre Forest Transport Package - ITP developed a creative transport package for the Wyre Forest area of Worcestershire. This included the definition of cycle facilities, quality bus partnerships, pedestrian enhancement schemes, sustainable tourism initiatives as well as an examination of park and ride opportunities. The interrelationship of the area with the West Midlands conurbation highlighted the need to consider strategic issues in addition to local based facilities to meet both local policy objectives and the objectives of the West Midlands Strategic Transport Plan.
Kent Thameside - The aim of this study was to produce an overall Regeneration Framework for Kent Thameside, comprising a Regeneration Strategy and Action Plan to establish the context for the delivery of key projects in a subsequent Delivery Plan for the area. We worked with our sister company DLA to develop a vision for the future of Kent Thameside, establishing a clear set of objectives and outcomes from regeneration and identifying key transport actions to support a comprehensive regeneration programme.
Review of Sunderland UDP - ITP worked with David Lock Associates in a review of the Unitary Development Plan for Sunderland for Sunderland City Council. The aim of the work was to facilitate the progressive implementation of proposals for the renaissance of the city, thereby helping to secure its position in the regional and national economy. Our role was to identify key transport actions and policy instruments that would give the regeneration proposals real impetus.
