Project Experience

Demand management is a key focus of activity to address congestion and environmental issues. ITP team members have a long track record across a broad spectrum of demand management measures. Selected project examples are described below.

Department for Transport - Clear Zones Coordinator. Nick Ayland (now of ITP) was Coordinator of the DfT-funded Clear Zones initiative from 2004-5, working with a range of organisations (local and central government, as well as private sector organisations) to develop, promote and evaluate the Clear Zones concept. Clear Zones combines demand management measures with ITS and new vehicle technology to achieve town and city centres that are economically vibrant but have an attractive and clean environment.

Leicester City Council – Leicester City Centre Access Strategy (LCCAS). ITP was a key member of this major project team addressing future accessibility of Leicester City Centre in the context of major regeneration and development proposals. ITP was responsible for developing the mobility and demand management strategy associated with LCCAS, which includes a wide range of demand management measures ranging from travel awareness and marketing campaigns through to .

Department for Transport - Guidance on Vehicular Access Control. Nick Ayland was Project Director of a major study for DfT to develop guidance for local authorities on vehicle access control measures. This was based on review and case study work and covered signing, physical and technology based measures that can be used to control and manage vehicle access.

GLA / ALG / Transport for London - Low Emission Zone Study for London. Nick Ayland played a key role in examining practical, operational, regulatory and technological implications of a Low Emission Zone in London. This was a major project that has led to proposals by the Mayor of London to pursue a Low Emission Zone in the capital.

Nottingham City Council – Integrated Parking Management Demonstration Project. Nick Ayland led a project to assist local businesses and employers manage their parking more efficiently to minimise assets tied up in parking. This tied in with travel plans for local businesses and employers as well as Nottingham City Council's workplace parking levy investigations.

DfT – TRAMAQ project UG212. Nick Ayland of ITP was Project Director on this major research study into the use of short term traffic management measures to combat air pollution episodes. This developed guidance and advice to help local authorities to select appropriate traffic management measures for reducing vehicle movements before and during high pollution episodes, either through enforced or voluntary restrictions.
